IRCC has Invited 2,000 Candidates through the November 8th Express Entry Draw
In the November 8th draw, IRCC has issued the invitation to 2,000 candidates, present in the Express Entry pool, to submit their application, to get permanent residence in Canada. The CRS score of the low-ranked candidate, to whom an ITA was considered, was 458.

This draw was the 77th since the introduction of Express Entry in January 2015. It was the 27th draw for the present year. This was the first draw to be held in the new system, where if several candidates had a tied score in CRS, the profile ranking was to be done, as per the date and time, of the submission of the profile. The long-staying profiles in the pool were prioritized, for being invited over the fresh profiles. This method was introduced in June 2017 as a strategy. It is possible that not all of the candidates, scoring 458 CRS points, were invited now.

The federal Immigration Minister Ahmed Hussen, had signed two Express Entry Draws, and the eligible FSTC candidates and candidates having a Provincial nomination were asked to submit an application. Candidates who are having a nomination, from the Province, obtained through enhanced and Express Entry aligned PNP stream, obtain 600 added points in CRS, and also can receive an ITA at a later draw from the pool.

Program-specific draws, like the one held past week, should be seen an exception, and not as a norm. In these draws IRCC had invited 795 candidates only, to submit an application, which is a reason behind few candidates being invited presently. This factor played a major role in the increased cut-off threshold in CRS.

After last week draws, the Minister had announced the dynamic and vibrant multi-year Immigration Levels Plan to be pursued by the present government, for the next three years. Canada has set an aim to receive one million fresh PRs. Using Express Entry run economic immigration programs, a quarter million new candidates, are expected to be admitted, prominent of which will be CEC, FSTC, and FSWC. Their number will increase with each year till 2020.

Many candidates are expected to be invited in the next three years, and IRCC will have to program bigger draws, where the applicants in large numbers would be scheduled to submit an application, or they need to hold draws at a better frequency.

With the recent draw included, the number of ITAs to be issued in the present year has reached 77,773. This compares well with the 142,618 which were issued, from 2015. With IRCC increasing the number of Invitees, Express Entry is now the major driving factor to pursue economic immigration.

After the holding of the Express Entry draws, last week, Ontario had opened the HCP stream, aligned with Express Entry, for receiving new applications from November 2. Within a matter of 5 days alone, the OINP Human Capital Priorities stream completed the target. The immigration authorities confirm that more NOIs are likely to be issued before December 2017. An eligibility criterion in this stream is that the candidates must be in the federal EE pool, and have a score of 400 CRS points. It is possible that soon several more eligible candidates will be invited to apply for the OINP provincial nomination.

The present system is quite dynamic, and with new features like fluctuating CRS thresholds, program-specific draws, and changes in the procedure like the tie-break, it is time to look at the quality of the candidates receiving an ITA.

Having a Master’s degree, and armed with work experience, and proficiency in the English language, or having a relative/sister, who is living as a PR in the provinces, would now be sufficient to receive an ITA.

The latest series of draws have seen few candidates, and the CRS cut-off threshold has also gone high for the eligible candidates. IRCC is taking firm measures to improve the processing of applications. The new Immigration Plan announced is dynamic and worth welcoming. The Express Entry candidates can stay optimistic that they have an opportunity right now to migrate. This is the best time for all the aspiring individuals and families to go for evaluating their options for 2018 and enter a bright stage to migrate.
