The Canada Provincial Nominee Programs were star performers in economic immigration programs of Canada in during 2018. They have a position to play a prominent role in the future.
A section of these nominations has an enhanced status. Such nominations permit a province/territory in nominating candidates in the Federal EE system, which supervises a pool of candidates for federal economic programs. A candidate earning such nomination of a province /territory gets an extra 600 points to their ranking score. This measure serves as an effective guarantee to get the invitation seeking permanent residence.
Candidates also receive Provincial nominations outside the EE system through PNP streams in Canada. These are base nominations. In the nine provinces and two territories of the country, which participate in the PNP, the combined allocation was 34,700 nominations, at the start of 2018. This showed an increase of 1,300 in comparison to 2017.
Furthermore, PNPs in Canada are growing. Admissions here include the nominated principal applicant and accompanying family members who arrive in Canada as PRs. In 2018 a report was submitted by IRCC to Canadian Parliament, which noted the exponential growth of the PNP since its inception in 1996.
A target to admit 55,000 persons
In 2018, IRCC set a target of admitting 55,000 permanent residents by using the PNP in the multi-year immigration plan. This increase here was 4,000 over 2017. PNP Admissions are also projected to grow in the present year and reach 61,000 new PRs. The estimate for 2021 is 71,300.
During 2018, in Ontario, the PNP allocation was 6,600 nominations, which was afterward increased to 6,850 in the year-end. In The New Year, the OINP has an aim to an increase the allocation to 7,600 nominations.
The three streams with a link to Express Entry Ontario also issued 6,978 invitations in 2018. These were:
These streams permit the OINP to search the EE pool and invite such candidates who meet the eligibility criteria. The HCP Stream issued 3,719 invitations to EE candidates during 2018. The French-Speaking Skilled Worker Stream issued 1,633 and the Skilled Trades Stream issued 1626 invitations.
Change in CRS
HCP Stream has a major change that will influence its performance in the future. OINP has decided to revise the ranking score requirement of Express Entry candidates. Now they need to score 400 points to get consideration for nomination. Additionally, the program’s director will determine the minimum score for invitation rounds in the future. It will also depend on the labor market needs and economic priorities. Moreover, Manitoba, Nova Scotia, and Alberta have new streams with a link to Express Entry.
The Manitoba Express Entry stream functions as an Expression of Interest system. Candidates in this stream must register a separate EOI profile in the Manitoba PNP. These profiles get a rank based on work experience, education, language proficiency, and provincial connections. Fixed numbers of the top candidates get the invitation to apply and also seek the provincial nomination.
The MPNP conducted seven draws in 2018 and invited 1,155 EE candidates to apply and seek the provincial nomination.
AlbertaThe Alberta Express Entry Stream issued first NOI on July 6. This stream also permits the AINP to search the EE pool to get eligible candidates who obtain a CRS score of 300. Another norm is to work in an occupation supporting the provincial diversification and economic development. Such Candidates who obtain the job offer and also have provincial work experience or a degree from a Canada and have a close relative already living in the province get a priority. This EE Stream issued 596 NOIs to candidates in seven draws during 2018.
