The immigration officials in Canada conducted the first Express Entry Draw of 2019 that is Program - Specific. They also issued Invitations to Apply to the 500 candidates belonging to the Federal Skilled Trades Program.
The Draw of May 15 was the 117th Canada Express Entry Draw in the series, and also had the CRS score of just 332 points.
The preceding Federal Skilled Trades Program was held on Sep 24, 2018, where 400 ITAs were issued and the CRS score was 284. IRCC held two draws specific to a program in 2017 and 2018. Additionally, the aim to target a specific program was to provide an opportunity for candidates to receive the ITA with a low CRS score.
So far Canada has issued 31,750 ITAs in the present year, and its top skilled immigration target is 81,400. In 2018 IRCC set a fresh record of issuing 89,800 Express Entry Invitations.
This draw followed the tie-break mechanism with a date of Aug 29, 2018, and the time of 4.32am EST. It was the tenth Express Entry round of invitations of 2019.

The experts say that Canada will hold 30 draws issuing 80,000 invitations in the present year. Moreover, many draws will have a CRS score below 460 for the immigration official to meet the yearly immigration target of 2019.
